คำอธิบาย

• ส่งคืน dictionary ที่ key คือ tag key และ value คือ tag value
• ใช้ตรวจสอบ tags ที่มีอยู่ก่อนตัดสินใจเพิ่ม/ลบ
• ต้องมี permission glue:GetTags
