เพื่อแปลง instant เวลาจาก seconds since the epoch floating-point value เป็น time-tuple ให้ส่งค่า floating-point ไปยังฟังก์ชัน (เช่น localtime) ที่คืนค่า time-tuple พร้อมรายการทั้งเก้าที่ถูกต้อง
