การใช้งานทั่วไป:
- ใช้สำหรับ debug และ logging
- การแปลงอัตโนมัติเมื่อนำ Date object ไป concatenate กับสตริง
- รูปแบบคงที่ในทุกเบราว์เซอร์ (ตาม ECMAScript spec)
- ต่างจาก
toLocaleString()ที่ขึ้นกับ locale ของผู้ใช้
